Does Japanese/european law allow you to export food from japan into EU?

I'm looking to order some Popin' Cookin Boxes, but i'm wondering if i would be allowed to import that from japan into EU by mail, specifically Denmark? There's no dairy or meat in it. As far as i know it's just water and a packet of powder.
